European Parliament voted rules for road transport
Portugal
Last Thursday, the rules for road transport included in the "Mobility Package" were discussed and voted in the European Parliament, which aims to ensure fair competition in the sector and guarantee the rights of distributors. Among the measures under discussion was the obligation to register the border passage in the tachograph of vehicles in order to avoid fraud.
According to the announcement of the European Parliament, " rules on the working conditions of drivers, driving times, breaks and rest periods, the secondment of drivers and cabotage operations, that is, the transport of goods in a state-member made by a transport company established in another member state ".
The approved texts define the position that the European Parliament will take to the negotiations with the member states.
Today, European legislation allows three cabotage operations within seven days after international transport, and the EP intends to change this limit to three days of cabotage, following a 60-hour "Cooling-off" with return of the Car to the country of establishment.
In relation to the rules of posting of workers, they will be applicable to cabotage, thus excluded transit, bilateral transport and bilateral operations with an extra charge or discharge in each direction (or none on the way to the country of destination and two on the way Back).
Drivers working hours will be organized with the transporter, so that they can return home every four weeks at least, thus ensuring adequate working conditions for drivers. According to meps, regular weekly rest will have to be passed outside the cabin, as already approved in Spain in February.
