The confederation, which is under the authority of the UGT, even affirms that "apparently no one knows" the nature of the "plans for the Port of Lisbon, especially for its northern margin". The trade unions fear that, as a result of the transfer of competences in the port-maritime areas to the municipalities, the terminals will be "extinguished, with the consequent consequences, by gaining real estate speculation in Lisbon". Another of the concerns highlighted is the potential geographical transfer of the Port of Lisbon, "once for all, to Barreiro, leaving the rest of the city available for hotels, terraces and luxury condominiums.
Fedmarpor points out that according to the framework law on decentralization, the chambers will be responsible for managing areas linked to recreational boating, secondary fishing ports, areas under the jurisdiction of ports without recognized or exclusive port use, as well as urban areas of economic development not linked to port activity.
